CERONAV- Romanian Maritime Training Centre offers up-to-date information related to shipping and forwarding companies (e.g. contact details, transported cargo, served ports, etc.) through information included in training course documents regarding: cargo volumes transported, contract for the transport of cargoes in IWT, required documents for transport of cargoes, international conventions regarding the general conditions for the transport of goods on the Danube, mutual towage conventions and providing aid to vessels in the event of damage, bill of lading, calculation methods for Kilat, INCOTERMS rules.

 

Promotion for Boatmaster category A licence

Scope

The training program is addressed to inland navigation personnel wishing to obtain Boatmaster Category A licence.

Objectives

  • Acquiring the theoretical knowledge needed a permanent assimilation of the specific notions provided into the syllabus modules;
  • Stimulating trainees' interest in learning, realizing that after course graduation they will actually work, exploit and effectively participate in the maintenance of shipboard facilities;
  • Developing the skills to act effectively for the safe operation of the ship and its on-board facilities.
  • Specific competencies: At the end of the program, trainees must be able to:

  • Know and apply national and international rules on the optimal and safe transport of goods on navigable inland waterways;
  • Know and apply the principles of commercial operation of the vessel;
  • Efficiently act in the emergencies appeared during the operation of the vessel.
  • Participants

    The training program is addressed to inland navigation personnel who own the Helmsman licence and wishes to obtain the Boatmaster Category A licence.

    Minimum participation conditions

  • Helmsman licence;
  • Have navigation time as Helmsman of not less than 4 years;
  • Secondary education.

    Naval transport techniques:

    Characteristics of various types of goods, transport of goods, goods stacking principles/loading plan, goods packaging, specific measures for dangerous goods transport, damages that may occur during cargo handling and storage, vessel stability during loading / unloading operations, safety precautions of works applicable to the activity of transport and cargo handling.

    Commercial operation:

    The training program is addressed to inland navigation personnel who wish to obtain the Boatman certificate of qualification.

    Minimum participation conditions

  • Not be less than 18 years of age;
  • Gymnasium studies;
  • Meet the applicable standards on physical and psychological health.

    Operation of lifting equipment on board of the inland vessels

    Scope

    The training program is a useful tool for familiarizing inland navigation personnel with the practices and procedures for safe operation of shipboard lifting equipment

    Objectives

  • Acquiring the theoretical knowledge needed for a permanent assimilation of the specific notions provided into the syllabus modules;
  • Developing the ability to act efficiently and safely during the operation and maintenance of aggregates and lifting equipment.
  • Specific competencies

    At the end of the program, trainees must be able to:
  • Acquire knowledge of the steps required to maintain the on-board lifting equipment;
  • Acquire the notions enabling them to efficiently intervene in emergency situations that may occur during the operation of the vessel;
  • Know and apply specific safety of work rules;
  • Participants

    The training program shall be addressed to the inland navigation personnel responsible for the operation and handling of the on-board lifting equipment.

    Minimum participation conditions

    This training program may involve any person who is part of the deck crew of an inland vessel being involved in the operation of on-board lifting equipment.

    Ministry of Transport Order no. 1447/2008 on approval of technical requirements for inland vessels, with subsequent amendments.

    Specific themes

  • Goods lifting and handling machinery: classification, construction types, construction principles, operating mode, machinery and load-handling devices;
  • Safety of work and environment protection procedures.

    Transport Operators

    Scope

    The program is a useful tool for training the personnel involved in the management of transport operations on inland waterways.

    Objectives

    At the end of the course, participants will be able to contribute on maintaining the safety of navigation conditions by enforcing into practice of the regulatory and administrative provisions on inland navigation matters.

    Specific competencies

    At the end of the program, trainees must be able to:
  • Acquire the elements of civil, commercial, social and fiscal law;
  • Apply the notions of commercial and financial management in transport operations;
  • Acquire knowledge of the provisions concerning access to and exercise of the profession, chartering regimes and transport documents;
  • Apply the technical standards regarding the inland vessels characteristics, vessels selection and registration and also in respect of laydays and demurrage terms;
  • Acquire the applicable laws, regulations and administrative provisions in the field of navigation on inland waterways;
  • Acquire knowledge of the applicable provisions on the transport on international waterways for which there are direct connections to Romanian navigable waterways, as arising from national legislation, European legislation, international conventions and agreements on customs practices and on main traffic regulations on international navigable inland waterways.
  • Participants

    The program is addressed to inland transport operations activities, deployed by an economic agent or by the personnel designated by them, who effectively and permanently lead this activity.

    Minimum participation conditions

    This training program can be attended by any person able to prove his/ her professional competence either through diplomas attesting the acquiring of knowledge in the field of inland transport or through a relevant practical experience of at least 3 years in a company specialized in this field.

    Transport contracts, commercial companies, tax regime of shipping activity, regime of prices and transport conditions, insurance regulatory provisions, transport agents, market access, chartering regimes, transport documents, technical characteristics of inland vessels, legislation, regulations and administrative provisions applicable in inland navigation, navigation accidents prevention and applicable measures in case of accident, practices and customs formalities, traffic regulation on inland waterways.

    Handling and Transport of Dangerous, Hazardous and Harmful Cargoes on Inland Waterways

    Scope

    The training program aims to improve the knowledge and competencies of the inland navigation personnel in the field of dangerous goods carriage by inland waterways in order to obtain the ADN Expert Certificate.

    Objectives

  • Identifying the hazards that may occur during the transport and handling of dangerous goods;
  • Acquiring the competencies needed for reducing the risk of an accident/ incident;
  • Acquiring the needed skills for intervention in case of danger as to ensure its own safety, general safety, environmental protection and limiting the consequences of an accident/ incident.
  • Specific competencies

    At the end of the program, trainees must be able to:
  • Know and apply the provisions of The European Agreement on international transport of dangerous goods by inland waterways (ADN);
  • Aquire the necessary skills regarding the use of personal protective equipment and devices;
  • Identify the vessels carrying dangerous goods and describe their technical characteristics;
  • Acquire the practices and procedures for preventing and intervening in dangerous situations that may arise during the transport of dangerous goods.
  • Participants

    The training program is addressed to deck and engine crew members on board of inland vessels carrying dangerous goods, wishing to be certified as ADN Experts and to other categories of personnel involved in the transport and handling of dangerous goods.

    Minimum participation conditions

    This training program can be attended by:

  • Deck and engine crew members on board inland vessels carrying dangerous goods;
  • Other categories of personnel involved in the transport and handling of dangerous goods.
