Romanian Danube Ports

The Romanian sector of the Danube comprises two sections, maritime (from Sulina to Braila) and inland (from Braila to the Romanian-Hungarian border). All ports are public and the entire port infrastructure is state owned and administrated by the Maritime Danube Ports Administration (APDM) respectively by the Inland Danube Ports Administration (APDF) Detailed formations regarding existing port infrastructure (no of berths, total area, port service providers and their contact details, useful website links) can be found, in Romanian and English language, free of charge, on UPIR site, on port administrations website http://www.apdf.ro respectively http://www.romanian-ports.ro.     Promotion for Boatmaster category A licence Course

    Scope

    The training program is addressed to inland navigation personnel wishing to obtain Boatmaster Category A licence.

    Objectives:

    Acquiring the theoretical knowledge needed a permanent assimilation of the specific notions provided into the syllabus modules;

    Stimulating trainees' interest in learning, realizing that after course graduation they will effectively work in the field of inland and port area navigation;

    Developing the skills to act effectively for the safe operation of the ship and its on-board facilities.

    Specific competencies:

    At the end of the program, trainees must be able to:

  • Know and apply the national and international rules of safe navigation on both inland waterways and port areas;
  • Efficiently act in the emergencies appeared during the operation of the vessel.
  • Participants:

    The training program is addressed to inland navigation personnel who own the Helmsman licence and wishes to obtain the Boatmaster Category A licence.

    Minimum participation conditions

  • Helmsman licence;
  • Have navigation time as Helmsman of not less than 4 years;
  • Secondary education.

  • Stimulating trainees' interest in learning, realizing that after course graduation they will effectively work in the field of inland and port area navigation;
  • Developing the skills to act effectively for the safe operation of the ship and its on-board facilities.
  • Specific competencies

    At the end of the program, trainees must be able to:

  • Effectively exploit the vessel on-board facilities;
  • Intervene in shipboard damage situations using the facilities and equipment specific to each situation;
  • Understand the safe navigation practices and procedures on navigable waterways and port areas.
  • Participants The training program is addressed to inland navigation personnel who wish to obtain the Boatman certificate of qualification.

    Minimum participation conditions

  • Not be less than 18 years of age;
  • Gymnasium studies;
  • Meet the applicable standards on physical and psychological health.

    Scope

    The program is a useful tool for training the personnel involved in cargo handling operations in ports.

    Objectives

    The objective of the program is to provide and acquire needed knowledge and practical skills for the coordination of berth and on-board activities, according with working technologies for the safe deployment of goods loading/ discharge/ storage/ transport and handling operations.

    Specific competencies

    At the end of the program, trainees must be able to:

  • Know the usual practices regarding the organizing the program of operative activities carried out at port berth;
  • Learn the procedures which enable them to efficiently intervene in emergencies situations that may occur during the operation of the vessel;
  • Apply the specific procedures for maintaining the connection between the port operator and vessel representative;
  • Organize, coordinate and monitor the cargo dispatch activities;
  • Apply the occupational health and safety rules, fire prevention and extinguishing rules and environmental protection in port and operating berths.
  • Participants

    Training program is addressed to the personnel activating in maritime and inland waterway port operator organizations.

    Minimum participation conditions

    The following personnel can attend the training program:

  • Port workers carrying out port harbour operations at port berths;
  • Other categories of personnel wishing to specialize in the field.

    Scope

    The training program is a useful tool for training the personnel involved in port machinery operation.

    Objectives

    The objective of the program is to provide and acquire needed knowledge and practical skills for the maintenance and safe operation of the port machinery.

    Specific competencies

    At the end of the program, trainees must be able to:

  • Acquire the basic knowledge regarding port machinery construction principles and operating mode;
  • Aquire the skills of using the load-handling bodies and devices;
  • Know and apply the practices and procedures for the efficient and safe operation of port machinery;
  • Apply the occupational health and safety rules, fire prevention and extinguishing rules and environmental protection in port;
  • Participants

    Training program is addressed to the personnel activating in maritime and inland waterway port operator organizations.

    Minimum participation conditions

    The following personnel can attend the training program:

  • Port workers carrying out port harbour operations;
  • Other categories of personnel wishing to specialize in the field.

    Objectives

    The objective of the program is to provide and acquire needed knowledge and practical skills for the coordination of berth and on-board activities, according with working technologies for the safe deployment of the following port operations: loading/ discharge/ storage/ transport and handling of cargo.

    Specific competencies

    At the end of the program, trainees must be able to:

  • Know and apply needed knowledge for the preparation of goods handling activities;
  • Acquire the needed skills for packing/ unpacking of the loading/ unloading unit loads, for cargo handling, stacking and trimming;
  • Learn the practical knowledge and procedures to prevent and to intervene in dangerous situations that may arise during the cargo handling;
  • Apply the occupational health and safety rules, fire prevention and extinguishing rules and environmental protection in port and operating berths.
  • Participants

    Training program is addressed to the personnel activating in maritime and inland waterway port operator organizations.

    Minimum participation conditions

    The following personnel can attend the training program:

  • Port workers carrying out cargo handling activities on port harbour platforms;
  • Other categories of personnel wishing to specialize in the field.
  • Reference documents

  • Draft Survey Inspector

    Scope

    The training program aims to familiarize the trainees with the standard methods used for determining the quantity of cargo on board of a vessel.

    Objective

    . The objective of the program is to provide and acquire needed knowledge and practical skills for determining the quantity of cargo loaded/ unloaded and issue of supporting documents.

    Specific competencies

    At the end of the program, trainees must be able to:

  • Acquire the practical skills for inspecting and determining the condition of the vessel after the loading/ unloading operations;
  • Know and apply the methods used for the determination of quantity of cargo loaded/ and for issuing of the supporting documents.
  • Participants

    This training program is addressed to the staff involved in the inspection and determination of the quantity of cargo on board a vessel as well as to the personnel on board of a cargo vessel.

    Minimum participation conditions

    The following personnel can attend the training program:

  • Navigation personnel activating on board of cargo vessels;
  • Other categories of personnel wishing to specialize in the field provided that they can submit a proof of graduation from secondary education.

  • Cargo Tally Survey Inspector

    Scope

    The training program aims to improve the professional training of the personnel involved in cargo tally operations.

    Objectives

    Developing the skills and applying the procedures for the situations required by the cargo tally activities.

    Specific competencies

    At the end of the program, trainees must be able to:

  • Verify the condition of the vessels;
  • Carry out volumetric measurements to calibrate the loading areas;
  • Carry out cargo spaces inspections on vessels;
  • Carry out draft survey, bunker survey, on/off hire survey and empty hold survey;
  • Verify the compliance with legal regulations in the field;
  • Determine the cargo quantity during vessel loading/ unloading operations;
  • Carry out the visual inspection of the cargo during the loading/ unloading operations;
  • Carry out specific measurements by categories of cargoes;
  • Draw up and issue documents stating the operations carried out.
  • Participants

    This training program is addressed to personnel employed in transport companies to be involved in cargo tallying activities.

    Minimum participation conditions

    The following personnel can attend the training program: • Personnel wishing to specialize in the field provided that they can submit a proof of graduation from secondary education.

    Scope

    This training program aims to improve the professional training of the personnel involved in monitoring of dangerous goods loading/ unloading on inland waterways in order to be able to perform the duties of safety adviser.

    Objective

    Acquiring the provisions of national and international regulations in respect of transport and handling of dangerous goods on inland waterways and acquiring the needed skills for performing the duties of safety adviser.

    Specific competencies

    At the end of the program, trainees must be able to:

  • Apply the provisions of the regulations in respect of transport and handling of dangerous goods on inland waterways;
  • Identify the risks caused by theft and/ or malicious use of those dangerous goods that may endanger the safety of persons, property, and/ or the environment;
  • Prepare the security plan for dangerous goods to be transported;
  • Apply the procedures related to the transport and handling of dangerous goods for each class;
  • Supervise the operations of loading/ unloading dangerous goods and to draw up reports on these operations.
  • Participants

    The training program is addressed to persons wishing to obtain the Safety Adviser Certificate for the transport of dangerous goods on inland waterways.

    Minimum participation conditions

    The following personnel can attend the training program: • Personnel wishing to specialize in the field provided that they can submit a proof of graduation from secondary education.
